browser viewing size

My website when viewed on ipad is shrunk by 150% compared to viewing on laptop where it is viewed in full.

Where and how do I adjust it so that it is viewed in full (same as PC view)?

I have been told it is something to do with browser detection in the css.

Please help with what needs to be added or altered to make this possible.
