new user notification

Hello! I’m absolutely new to WordPress. Where should I define the admin e-mail address/password/server, so new users get notifications sent from that e-mail? So far I’ve only found the spot to enter the e-mail address (it’s under general settings on the admin panel), but notifications are not being sent. Thanks in advance for the help.
