How come there is only one post on the front page?

I have two posts on WordPress, but only one post shows up on the front page. On my index.php, I cannot see anything that would clearly limit the posts to one. Also, in the options, I have the posts set to 10 for the front page.

I have even gone so far to install the plugin Custom Query String and set the posts on the front page to 20, but only one shows up.
