Process payment information without processing payment

I have a client that wants a shopping cart that will collect the credit information, address etc . . but not process the payment.

He has his own POS and likes to enter the collected information himself because he doesn’t want the expense of paying a merchant account like Paypal.

Can the woocommerce plugin do this?
