Unless you have a good grounding in HTML, PHP & CSS so that you can create your own custom solution, I think you will need to find a suitable plugin for this.

I took a look at their code and I understand the HTML but something is not triggering properly to only reveal the selected state so I assume it is a coding issue.

I see, all you want to do is to bring folks to that section on the page – well, will be tedious but none the less simple.
What you want to do first is make each State Label in your page a bookmark:
We do this with this sample anchor:
<a id="state_name">State Name 1</a>
etc.
Then we use the id in the selector
<option value="http://norvelltanning.com/temp2013/here/domestic-distributors/#state_name">First State</option>
We could also use a php function in there such as get_permalink, etc…and use the same code on multiple pages.

Ok now that i have re-read the above I see your suggestion. Right now everything is showing in one long string which is incorrect.
What I would like to happen is for the visitor to see the drop-down menu of states, when they select their state, it brings up the distributors coded for their state (region)
