Ratings or Thumbs Up/Down

Hello, I am inquiring to see if I use the KK Star Ratings Plugin http://wordpress.org/extend/plugins/kk-star-ratings/screenshots/ will work with members being able to Rate each others photos. Would you know or be able to provide guidance before we install and work with this plugin. Thank you much.
