Bar Review Website.

I am brand new to wordpress and am hoping to create a review site for local bars, with a layout similar to this one: http://www.goodbeeronline.co.uk/. I like the idea of allowing users to be able to submit their own bars and also have a 1-10 rating. I know they are using the Dan Grossman plugin but other than that I have know clue how to do it. If anyone has any tips or can recommend guides on creating wordpress review sites, I would be very appreciative
