Bypassing payment

Hi,

Suppose that one of my shippers requires that I get a different quote for every order, such that, a client making an order online and choosing that shipping method would require some calculation on the shipper’s part before I would be able to give him a final price on his order.

The client would need to have the possibility to bypass payment and make his order, upon choosing that particular shipping company. I would then get a quote on the shipping fees for that order from the shipper, add the fees to the order and then resend the bill for the customer to pay, before delivery.

Has anyone been in that position before? Does anyone know of a way to do that with WooCommerce? Your help would be greatly appreciated.
