Image in Header not showing up after upgrade to 2.3

    My upgrade went smoothly but now I have 2 problems that seem wacky. My background image for my head will not show up. I’ve checked the CSS and the path is there

    background-image: url(“/wp-content/themes/urban-sprawl-3col/images/Header4.jpg”) no-repeat;

    I’ve checked the file on the server and it’s there and for some reason no matter what I do I can’t get it to show up.

    Any ideas on what the problem is?
