Saving Issues

When I make changes to my widgets, the settings seem to save. However, the changes are not being updated on to my site. For example if I remove a widget, the widget is removed in the control panel, however when I look at my site it will still be there.

I have cleared cache, tried different browsers, restarted my browser, restarted my computer, deleted all internet files etc. All to no avail.

Any ideas?
