No Link Categories Tab in Manage Links Tab in Administration Panel | WordPress.org

I’ve done some searching on this topic and am actually more confused than when I started. I have no “Link Categories” “Manage Links” tab in my Administration Panel. I am using the Patriotic theme. I need to rename some link categories and from what I read on this page, I should have this option.

If your are running version 2.1 or newer you are looking for “blogroll”

Well, I was aware of that. In 2.1 then, how do I change a link category name (in the blogroll). I have a category called blogroll and then several other categories that were easily editable in earlier versions of WP. I find no option to do that now.

So, to clarify, I have no sub tab in my Manage Categories tab called Link Categories which appears to be where I would edit the names of other link categories I have in ADDITION to “Blogroll.” A tab that the following WordPress Codex pages on Categories says I should have.
