Where to find wp_list_categories tag?

The only code I have on sidebar.php is the function for the dynamic sidebar. I’ve read that the wp_list_categories should have been there had I not changed it to dynamic. Is there any other way I could access the wp_list_categories tag? I need to find it for the post count argument (e.g. Technology (post count)).
