on my home page, top right, i want to make a link on the words: ‘Free! top 10 tips”. please tell me how to transform that text into a link to the second level page

that link will go to a second level page called ‘free ebook signuop”. there, i need the area/plugin/widget asking for name and email address. the second level page will have another link called ‘get free e-book now’,

please tell me how to insert/activate a signup (name and email address) that links to a third level page?
