wordpress multi site multilingual?

    I have 2 domains:
    http://www.mysite.com in English &
    http://www.mysite.eu in French

    At present, the English site is running wordpress and I wanted to use WPML to get it running in French off the same root folder. However, if I do that how do I get the domain .eu to point to it and remain on .eu?
    Every link/database setting on the site must be for the .com site.

    Do I need to run a multi site plugin along with a multi language plugin?
    If so, how can I get it to default to one language on the .eu domain and English on the .com domain along with all the different email addresses etc.

    Would it just be easier to setup a seperate folder with a new WordPress installation and copy over all the files and database?
