How can I use the features of this plugin from my wordpress theme?

I have a custom submitter which records the posts from my theme to database or whatever… I have an input on which the users can write the tags… but I want to use the autocomplete and plugin features of this plugin not only through dashboard but from my theme and my submitter, how can I do that? thank u
