admin links not working

Hello,

I have a problem with a client’s wordpress install. none of the links in the admin work at all. when i click on one the url in the address bar changes but it stays on the dashboard page. I thought it was maybe a redirect but there are none. I have disabled javascript and still nothing. has anyone got any ideas or has anyone seen this before?
