I believe all the ones you can find by clicking on any link at this page (here inside wordpress.org) are free, then some plugins do also have additional or “premium” options or versions available. Then outside of wordpress.org (such as you might find while searching elsewhere), there are commercially-produced themes and plugins that still nevertheless run inside the underlying WordPress core or “codex”.
