Adding Links to Existing Media Library Files to Text Widget

There is probably a simple solution to this question, but I just can’t seem to figure it out. I’d like to use the “Text” widget to add links to existing files in my sites media library.

For example, I’d like the text in the widget to appear as “Rules PDF” and be clickable and have the appropriate file be loaded after clicked. Can anyone out there help a luddite out? Thanks in advance!
