Where to put DOCTYPE

okay… naive question here. Where do I put the DOCTYPE? Everything I read says, put it at the beginning of an html document, but doesn’t my blog use an index.PHP (not HTML). When I open the index.php (either root or within wp-content), I don’t see HTML type language… just a handful of lines requiring other PHP files.

Help please!
