Restrict Users From Publishing a Page. An admin must approve it

As the title says, I’m having trouble figuring out a way to make it so that users can create pages but it can’t be published until someone higher up approves the page. Is there any way to do something like that? I know it is possible with posts but I can’t seem to do it with pages.
