Creating Dictionary: Best way?

I’m creating a dictionary of terms using WordPress. What is the best way to do this?

The way I started is by creating categories. Then I found a plugin that orders your categories alphabetically rather than by date.

But I’m wondering…would it be better to use pages for this rather than categories? Perhaps each page would be an alphabetical listing of the terms?

Can anyone help me figure this out so that it is best organized and easy for users to find their way around?
