Plugin Management not displaying active plugins

I have a dozen plugins installed and I was using WP 2.2.0. They disappeared from the Plugin Management page but are still active.

I upgraded the blog mto 2.1.3 and I have the same problem. Could this be a database problem? If it is, can anyone point me to the right direction to fix this?
