same as billing option causing error

Hi,

I am using flat rates to calculate the postage for different regions.
When choosing the option same as billing in the setup of the shopping cart, the shipping calculation does not take place and the user gets an error.*there is no shipping calculation for the given address*
I think this is a little bug.

I have removed that option for now so the user has to add all the information in manually.

could you have a look at this bug and i will upgrade as soon as it is done so it will be easier to pay.
