User Blocker – Spam Users

Recently I have noticed a number of new user registrations that are clearly Spammers — a lot of them have the @mail.ru domain attached to them. Is there any way to block at the domain level users from even registering? I looked at plugins, but have not found any that attack the ability of fake users to register.
