Post groupings

I want to use WordPress to create a magazine publishing platform. This is what is needed:

1. Issue page
2. Article pages

The issue page needs to display the titles of the articles it contains. The issue page must be standalone. I’m looking for the capability to display links to each Issue page in an archives section.

It’s kinda of like having groups of posts (articles) linked to from a single page (an issue) and having that single page able to be listed like WordPress lists posts.

Possible ideas: post groupings with pages that list the groupings, categories and subcategories, pages and subpages. I’ve done my homework of trolling plugins and forums and documentation and have tried several combinations of them but have not been able to find an answer.
