I love this website structure and Health topics as well, So I like to start this type of website. Can I build this type of website, using wordpress platform. Or any themes available.

That “site” is a forum. I can only suggest that you look at forum software rather than WordPress. Although there are forum plugins for WordPress, you may be better served by a dedicated forum application such as PhBB or Simple Machines.

Just I saw vbulletin is very cost, $249. I can’t spend that much. Is it not possible using wordpress?

Both PhBB and simple Machines are free, open source, forum applications.

WordPress is not a forum application but you could look at bbPress and BuddyPress.
