can I list only parent categories through the shortcode [product_categories]?

    I figured this out after some hunt and peck/trial and error in the WooCommerce Settings->Catalog

    Check the first 3 boxes under Show subcategories:
    Show on category pages
    Show on the shop page
    hide products

    That second one is completely non-intuitive and sounds like a bug, but it did what I wanted.
