It would be possible to reprogramme this, but the plug-in doesn’t currently do this.
Currently you can show 3 – but rotate one at a time using the ‘carousel’ setting. Or show 3 and not rotate. Or show 1 and rotate 1.

The file to change would be rotatingtweets.php – and you’d start by adding an extra variable to the shortcode at line 461-490 – and then playing around with lines 1152-1156 and 1396 to enclose several tweets inside each ‘rotatingtweets’ div.
If you load the development version of the plug-in and use a rotation_type of carousel you should get the result you want.
