Toward the bottom of the Write Post screen there is Comments and Pings, you want to check the Allow Comments box.

Nope, I’ve ticked “allow comments” and the link to add comments still isn’t on the page when it’s published, sorry.
Any other clues?

I created a page but there is no “reply” on the page. When I go to edit page the box for comments is checked on the right column.
