There are a lot of video rating plugins available. I am not clear with what exactly you are trying to achieve when you mean: “visitor be able to rate thumbs up or thumbs down continuously thought that video “.

I am after a youtube site
the difference with this site I want user to be able to rate thumbs up or thumbs down continuously throughout the video, this will give people producing the content a key view of what is working on their videos and what isn’t
so people that are uploading content can see what is working in videos they upload and what parts aren’t
the visitors must be able to rate the video at any time during the time they are watching the video
and this functionality must be visible in public
then the administrator or other people could see the result
for example how many thumb up at 02:25 and how many downs at 02:45 and … other points

Unfortunately, I haven’t come across such a plugin yet but you could try searching the WordPress plugins repository.
I have a feeling this is something that you may need to code up yourself or if you aren’t a coder yourself then give it to a coder who can get this done.
