Changing this option in Membership 2 plugin would require custom coding.
However, I’ve found a workaround which would allow you to do this. First please make sure to disable “Hide the admin toolbar for non administrator users.” in Membership 2 -> Settings -> General http://screencast.com/t/IBai4TJh3EN. By doing this toolbar will be visible for default user roles.
Once done install the following plugin https://wordpress.org/plugins/disable-toolbar/ and after you activate it go to Settings -> General and you will be able to check which user roles will have the toolbar hidden, see screenshot http://screencast.com/t/aE7HziWsS.
