Problem About Upload Picture

Hello,

In my blog i cant upload pictures, I renew all my files about WP 2 times with different ways . And system gives this error below.

“Downloaded file cant move here: /home/*****/public_html/*****/wp-content/uploads/2007/07.
Warning: Cannot modify header information – headers already sent by (output started at /home/*****/public_html/****/wp-admin/admin-functions.php:1986) in /home/*****/public_html/****/wp-includes/functions.php on line 1346″

I m looking at line 1346. “header(‘Content-Type: text/html; charset=utf-8’);”

I changed type of collation from phpmyadmin to many type . My tables are latin_swedish_ci.

But i dont have any idea how can i fix this .

I also try to deactivate plugins but it was not work. Problem is still continue.

If it is about database how can i fix.

And other thing may be relative about it: My theme: if i use it to new installed wp blog its working 4 colums (in all browsers) but in my site it is seeming 4 colums in firefox, seems 3 colums in intexp. Also after i upgraded my blog podpress icons cant seem.
