Can't Turn Off "Use TLS"

Hi all– I’m trying to configure this to run in multisite using @earnjam’s GitHub fork. Logins aren’t being recognized, and the only difference between the individual installations (which are successful) and the Multisite version is that the network version has “Use TLS” checked. I can’t get it to turn off– every time I save changes, the checkbox reappears.

Is there a location where that setting is saved that I can edit manually?
