Permalink problem

I was trying to use wordpress but I am having a PERMALINK problem. I tried various things: OPTIONS – General, OPTIONS – Prmalink on my WordPress Admin panel, nothing works.

When you click on comments to respond or reply for a posted article or posts, it takes you to blank page.

BUT

When you eliminate or remove the forward slash “/” right after index.php, it works.

If you click every link, it takes you to a blank link, then remove the forward slash right after “index.php” or right before the Question mark”?”, then it works.

Like I said I tried changing everything and do not work.

What need to be done to fix it. it seems to me that a lot of people have the same issue. However, there are lots of people out ther I believe went through this kind of issue but manage to fix it. There after their bolg seem to work perfect. Can you help out others too?. Thanks! which folder and file and line of code need to go to change or remove this slash “/”

Replace it with what?
