locked out / error id: "bad_httpd_conf"

I tried “How do I reset the plugin’s settings?” and “I’m receiving a blank page with no error. What gives?” and nothing I have tried has gotting me back into /wp-login.php or /wp-content/plugins/wordpress-https/wordpress-https.php

Any suggestions on how I can get back into the control panel?
