How to Start With This

I am amazed what should I do now. I have added short code in the page where I need country selection by users. I also added this in index.php but no indication of select country anywhere. And I also don’t understand this ( Currently the only attribute is includeselect. The default is off which means that you must supply your own opening and closing <select> statements.)

please explain this in easy words I am not that technical.
