Order Notes Section – woocommerce_after_order_notes

The plugin does not display the Order Notes section if it is disabled, subsequently the woocommerce_before_order_notes and woocommerce_after_order_notes fiters are not invoked at all.

Metorik uses this hook to add a bunch of hidden fields and this is critical for tracking.

Disabling order notes (woocommerce_enable_order_notes_field filter) does not seem to affect regular checkout and the actions above are called regardless.

Any advise regarding a fix or workaround?
