If yes, it will always display on top of the dashboard since it is a free plugin. But installing premium plugins will remove the notification.
But if you want to disable random tips, you can disable them under the Popup Maker dashboard > Settings > Misc – https://share.getcloudapp.com/2Nuq1zjB

notification on the top of the plugin dashboard is okay. But it is showing on the menu as a count of notifications. it will create confusion for the user with other important notifications. It is not really a user-friendly thing for a user to get a notification like this way: http://prnt.sc/15z97n0

I see what you mean. The numbers you see are the notification on the Popup Maker dashboard. The notification displays in this part of the dashboard: https://share.getcloudapp.com/qGuEbe5r
But if closing the notifications on the dashboard and it still displays the numbers, it could be a cache is conflicting on the data on your site. Could you please clear all the cache systems available on your site. This could be a cache plugin, server cache or CDN. Then could you please clear your browser’s cache, history and cookies. Then kindly test the Popup Maker dashboard using an incognito window.

That means until I purchase the popup maker pro, the notification badge will always show?
I haven’t seen such plugin whose free version have a notification inside the plugin and also as a notification badge/flag in the menu together like this: http://prnt.sc/18alb33
