Manage Media tab missing

The Manage Media tab in Settings that is referred to in the training tutorials is missing. This therefore, does not allow for linking images (for example) into a data field and displayed on a webpage.
Will this functionality return?
Also, upon reading through the forum to try and find an answer to this issue, I came upon an old post regarding the possibility of displaying images stored in a database as a blob. If I may quote you..
If you want to store media in a blob, you don’t have a URL, so you’ll need to build a stream that returns the media. The plugin does not supports that kind of functionality. But it can be added!
This would be something extremely advantageous to my work. Did this progress? can I help to progress this in any way?
