Is it possible to drop down comment input box?

Hi.
[comment input box] is on upper side of othercomments on default setting.

But when there’s too many comments on a post,
it’s uncomfortable to going back upper side of comments list.

I want to make
[comment input box]
[comments list]
to
[comments list]
[comment input box]
form.

To make it possible to just read down all of comments and add new comment for site users, without going back to upper side.

Is it possible? If that be so, please teach me how can I fix it.
