[Plugin: ShortURL] Difference to default permalink

Hello, what’s the difference of using this ShortURL and WordPress’s default permalink, as http://domain/?p=100 ?

Also, is it possible to give the plugin an external URL and it converts it to a ShortURL, having our domain as the base?
