Header images not fitting properly

I’ve tried at least 20 different themes and the header image never displays correctly, and it never matches the theme demo. Most show a large header image for example but when I go to customize the banner is much shorter. And when I create an image that matches the exact dimensions suggested, it’s still either cut off or doesn’t fit the section. Please help.
