Gallery Problem

I am trying to create a gallery and keep getting the following message:

Unable to create directory /home/a1812470/public_html/wp-content/uploads/2009/08. Is its parent directory writable by the server?

I have tried to use both the flash and browser uploader and get the same message either way. I also added the Picture Surf Gallery Plug-in, which also gives this message.

I created the directory and still the same problem. I am using 000webhost.com. How can I create a gallery on my page?
