How is viewport set/affected?

I am getting messages that my tap targets are too small in the top bar and footer areas in particular.

I have increased size and fonts yet I still get the message from some tools.

One suggestion was to make sure the Viewport tag is being set properly.

Are there settings in the Customizer I should review for this?
