I know I can use custom CSS but is there a menu/setting within OceanWP to set them without custom CSS?

Hello,

Can you please explain what you want to achieve exactly? Check the few settings for the menu.
Customize > Header > Menu
Customize> Header > Mobile Menu
CUstomize > Typography > Main Menu

I want to set the color for visited and unvisited links and set them to also be underlined for links in my paragraphs.

I don’t see that – expected it to be in typography.

No, there is no default settings for it. You need to add custom CSS for it.
