cookie pop up notification is not displayed in top of the webpage it only shows 
bottom of the page can you assist?

Hi John thanks for the plugin, works great. Especially for a site like mine full
of so many plugins already, I could only afford to add a light weight plugin like
this one. Do you know about Google’s cookie policy notification on Blogspot blogs?
They only show this notification to specific countries. Can this plugin also be 
set to shown only in those countries where required?
