This plugin disables new user notification emails in WordPress. That is all.

Installation
- Install Disable New User Notification Emails either via the WordPress.org plugin directory, or by uploading the files to your server.

I really do use this quite often
..and it now works for 4.3 and 4.4! 🙂
Works but could use an update for 4.3
