Two versions would only complicate things. It is already perfectly possible to use WP as a CMS; just use pages and don't use the posts feature if you don't want a blog.

And have a look at the multitude of plugins available for this purpose: http://wordpress.org/extend/plugins/search.php?q=cms&sort=

I don't think that 2 versions would be the best way to go, but I do want to see more CMS functionality in the core, especially the ability to control what widgets appear on what page without hacking the code.

I consider that kind of thing theme/plugin territory. The infrastructure for doing this is already there in core. I don't see why the standard interface for widgets should be bloated by providing this out of the box seeing that via functions.php it is quite easy to create as many widgetized areas as there are pages (or categories). Think of themes, and especially powerful themes using functions.php, as the layer that makes WP into a blog or into a CMS.

I have been using WP as a CMS for non blog websits since the release of WP 1.5.

Since 2.1 there is really no need for much change to make it a CMS.

If you want to make it a full CMS there are a few good plugins. But really, there are not needed. WP core is good as a CMS.

We're not planning to branch WordPress into two different products.
