    It would be great if users, both anonymous and registered, could write articles and send them to an administrator for approval.

    There is an old plugin that does this, but it isn't that great. For example, the posting area doesn't have a nice interface for typing an article like that found in the admin section when you create a post.

    Why not just allow open registration, and set the default user level accordingly?

    How would one write a blog post and "send" it to the administrator, aside from:

    1) Registering, logging in, and drafting a blog post for moderation, or
    2) Emailing the blog post to the administrator (which would require no changes to WP core)?

    So, it would seem that what you're requesting is already built-in, depending on your registration, default user role, and other settings.

    Yes, default role would be contributor, and articles would be saved as pending review for approval by someone with editor or admin access.
