Hmm. I don't know about this as a default view. I can see a lot of users wondering where their images are.

This one seems like it should fall under 'make it look the way I set it the last time I viewed it' like folding in the editor. That way, hopefully, if a user clicked one of the tabs they are at least aware of how to make the switch and wont get lost.

Yes, an alternative would be to just remember the user's preference.

I managed to override a couple of functions in media-views.js and now it's possible to set "Uploaded to this post" as the default view. I made a plugin with the code. You can check it out here:

Still waiting for this, thought for sure it would be fixed in 4.0 but it wasn't. I call it a fix and not a change because it's a really bad implementation. I'd bet that 99% of users ad images to individual posts and almost never need/want to view everything in the media library first. It's slow and needlessly uses bandwidth.

    Apparently, core developers think otherwise:

So, as I don't count on them to fix this, I made a plugin that sets the "Uploaded to this post" view as the default:

Rather: There *is* some code to remember where a user last was, and use that for the future. But, it seems like that is not happening here. That is the problem, not the global default.

To clarify, there is A bug here :) It should remember what you wanted and save that as your personal default.
